Peel and slice the potatoes and carrots and simmer together in the broth until tender.
Mince the onion and saute with the chopped bacon, when slightly browned stir in the flour and salt, followed gradually by the milk, stirring constantly.
Combine the two mixtures and puree in a blender, 1 cup full at a time. Garnish with chopped parsley.
